What I understand so far is:
1. You can't claim or nominate someone else until you have been successfully nominated and are actually eligible. 
2. Then, If the person you nominate is not eligible it won't work so you have to try someone else.
3. You then can't nominate a second person until you have been nominated successfully for the second time yourself.
