why mute without unfollowing? if you want to mute someone, why would you still want to follow them?

Normalize unfollowing people if they are uninteresting to you. :)

Both tools (unfollow/mute) don't map fully on the underlying desire/problem:
Children can be annoying and you mute them by sending them for a while to their room. 
Mute for X hours/days is already a validated feature in other chat/social apps, would make way more sense than binary follow / unfollow / mute actions imo.
