Ppl in the Midwest and other areas with abundant freshwater supplies will likely have to fend off larger populations in cities that don't have easy access to these water sources - i think urban centers will be able to wield their power and compel/force these regions to share their water resources -Ideally, though, cities should be able to develop solutions to extract water using their current resources, ie atmospheric water generators
