the cup holder and lights are great points — would love to power the lights off a genee hub. I’ve also been thinking about a front rack/basket and a multi-speed upgrade

Age & condition dependant; tires, brake pads, chain.
I'd find a well reviewed, trusted local bike shop LBS and have them do a tune up and say yes for new brake pads if unsure of the age. Or tires in they're cracked etc.
