My understanding is that ALL amounts, also smaller than 3000 EUR are prohibited to self hosted wallets where the receiver is anonymous

It’s going to be interesting to see the use cases of “private” blockchains where the payments can’t be deciphered by the public but an org such as Circle can decrypt large transactions under audit requests. Time for FHE?
