Some thoughts:

* Make allocations scale a bit with price - reduce when price goes up
* Make allocations even more democratic - more to small accounts
* Give more to those that use the majority of their allocation
* Incentivize better content through content quality analysis

Yep! He nailed it when he said we all do it to an extent, but there needs to be a balance. Folks won't police themselves so changes like @clauswilke recommends are necessary.

I'd add maybe a max tip per cast (can't put more than 2.5k)

On that last point, ideally we identify content "we want" (obviously subjective) and increase allocations to those that tip that type of content. I assume we want more thoughtful posts, art posts, funny meme posts, great frames, cool games, WC/FC promotions, etc. ... and perhaps fewer straight up giveaways an raffles.
