Wait do foreign companies own our docks? I'm totally confused by this.

Makes no sense on even a superficial level. US Docks are mostly owned by Carrix and Maher both companies have headquarters in the US.  I recall when a core tenet of the right was that government wasn't going to interfere with business competition and pick winners.
