Hacker Returns $19 Million Stolen from U.S. Government Roughly $700,000 of assets are still missing. A mysterious exploit drained over $20 million from a wallet controlled by the U.S. government on Thursday evening, only to return the majority of the funds early Friday morning. Still, authorities are missing $700,000 of funds sent to instant exchanges such as HitBTC, Switchain, and N Exchange. Though some users thought the potential attacker had sent the funds to Binance, these are, in fact, nested exchanges which use Binance for liquidity. On-chain surveillance firm Arkham Intelligence flagged the movement of funds, which blockchain sleuth ZackXBT claimed “looked nefarious.”

Liquid Restaking Protocol Puffer Finance Preps for Airdrop Puffer Finance, an Ethereum-based liquid restaking protocol, is gearing up for its upcoming PUFFER token generation event (TGE) and airdrop. Puffer said on Oct. 4 that for every 10,000 ETH deposited, the protocol would increase the community token allocation by 0.1%. Of this increase, 70% will go to new stakers, while the rest will reward previous users. “Our token distribution may look different from others you've seen. Puffer is community-first,” Puffer Finance tweeted. “Getting airdrops right is hard. We've seen crypto communities fracture because of poorly designed airdrops. While no design is perfect, we will be focusing on rewarding our most value-aligned community members.”

The US Securities and Exchange Commission (SEC) has stated that it has never explicitly referred to tokens as securities. This follows from a footnote to the regulator’s lawsuit against the Binance exchange. “As this court has noted and the SEC confirms, when the Commission uses the term ‘crypto asset securities,’ it does not mean the token itself, but the entire set of contracts, expectations, and understandings. […] The term is a shorthand,” the footnote says. The documents also state that the regulator “regrets” any confusion that may have arisen in this regard and undertakes not to use it again. Coinbase General Counsel Paul Grewal commented on the situation, pointing out that the SEC literally used the designation “digital security” in relation to XRP in the lawsuit against Ripple Labs.
