There's a distinction between the Warpcast client (opinionated, curated) and Farcaster protocol (permissionless). Under the hood, channels are FIP-2 messages (https://github.com/farcasterxyz/protocol/discussions/71), but @dwr.eth is Benevolent Dictator For Now of what shows up in Warpcast.
