Is it possible to decouple the Federal Reserve's interest rate decisions from the startup ecosystem?

In some sense it is, unless you need large amounts of capital.

For example Microsoft, Apple, etc. were all founded in one of the worst inflation and rate environments in US history, and they did fine....
