Simplified version: Instead of being run by the L2 organization, the sequencer (which orders L2 transactions, creates L2 blocks, and posts them to L1) is actually operated by Ethereum L1 block builders @justindrake argues this is the most credibly neutral way to sequence L2 blocks

The arguments he makes for why it is (check out the video 32:45) are very strong and I think eventually most people will share this perspective I phrased my initial response cautiously because it's still early especially since no based rollups were live until recently www.youtube.com/watch?v=YqiCpLd8ecM&t=2987s
