I was not familiar with these guys. Reading up on them now. The 13th gen i9 is $130 more than the 12th gen - is the performance really that much better? Also, why does it have so many ethernet ports on it, what is the main target audience of this device?

Depends on which model you're looking at, but two ethernet NICs is good for having multiple internet connections for reliability. I think the main target audience is school/university computer labs (UC Berkeley has had labs with Intel NUCs just like these), and other small business/home use, like HTPCs.
