In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

Taxis always have multiple passengers, even if one is a mercenary driver. And they stop frequently and unexpectedly, so better to keep them in the bus lanes. Also, Iicensing authorities are trying to improve their license value proposition vs Uber et al.
