Don't force users to add a profile pic at sign up. Use whether they add a pfp later a signal as to whether they care enough about their app identity to add one.

You have the most leverage with a user adding something to their profile in the initial sign up flow I also think it’s encouraging an action which will result in a better experience for the user bc people like to see images on profiles and are probably more likely to engage compared to a profile with default image

If you need to use tricks to make a user to add a profile pic it’s still a trick. If you’re using an app you will add a pfp.

I’m saying if the user won’t churn they will ultimately add a pfp. Requiring a pfp at the initial stage just adds friction. It makes the user to choose an image etc. Another reason for a user to churn if they’re just curious and not sure if they even will use the app.
