In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

Not sure about rest of Europe but here in the UK that has always been standard (I believe) the bus lanes usually have a sign with a picture of a bus, taxi, bike. Don't know the justification, probably simply incentives for "don't use your own car"
