is there a difference between a “software developer” and a “software engineer” ?

There isn't a clear distinction but for me I like to think of coder/developer as a mechanic. They can fix cars and even assemble them but they won't design a new type of car or make substantial design improvements. Then you have the software engineers who are closer to the mechanical and automotive engineers who can design new cars from scratch or make substantial optimization.
Then you have the computer scientists that are like the physicists that go low level to come up with new battery tech, motors, computation and whatever else is needed at the physics level to improve cars.
