If you control the database, it's generally considered self-hosting. Sure that it's fancy cloud infra and there are terms of service, but you have control of the data. Even wikipedia says "hosted" is akin to Tumblr, so "self-hosted" just means private. https://en.wikipedia.org/wiki/Self-hosting_(web_services)
