Is anyone building a platform for Base builders to connect with each other? Our team currently facilitates many introduction requests via double opt in intros but it 1) is slower and 2) limits how many connections get made I would love to see a community driven platform to enable even more based collabs

Maybe not exactly what you're looking for (the double opt-in part), but we've done a bunch of this (including specifically for Base builders) in our Build programs. With the support of the Base team of course! IMO the relevancy part (helping people find each other) is harder than the spam part (double opt-in)

What about a Gitcoin product on Base? Can utilize quadratic voting for grants and also promote different track of apps periodically . And also Eth Global hackthon has been done great in the long run to gather developer's community together.

Agreed. /base helps, but it is more general than building. We are trying to get /playonbase going to connect games and entertainment builders at least in a more focused way.

At the moment if I wanted to arrange a governance meeting I would do it on discord, using a bot to check that everyone has the ERC-20 tokens that I sent to everyone who should be there. I would use a token gated channel here if that existed

Great idea! The problem for me is that I am putting every minute and ounce of strength into my project. Now I have become one of those "I would love to help, as long as I don't have to do anything" people. But seriously, I would love to participate.
