now, what do we do after we get two nominations?

To do your first claim, you have to nominate someone (who hasn't maxed out nominations). Then you can be nominated by someone else and do another claim nominating yet another person. Then you can repeat that.

Ultimately you can nominate and be nominated 2 times. But if you don't have a claim, you can't nominate. To get a claim (after the first time), you have to be nominated.
