recent edtech appears 2-sigma better, is more emotionally nurturing/stimulating than public classroom ed, and should be so cheap that the only administrative costs go into socialization & practical experience.

Nah, every kid in the country, no matter what state they're from, should have the right to get an education. If you "leave it to the states", many states will just abandon their most vulnerable citizens, which is unconscionable in a modern society that claims to be civilized.
