The hardest part is the algo. TikTok gets so much info on everything you do. Hard to replicate that in a decentralized system.

I believe someone's on chain data are an infinitesimally smaller dataset compared to the one gathered by tiktok

FB also has lots of data. Very little of it was valuable to the targeting system.

So how your on-chain data would be valuable for an advertiser? As of now they only say that you are a crypto degen
