Preconfs and shared sequencing are often talked about together, but they are two separate concepts. Shared sequencing (the umbrella based sequencing falls under) primarily aims to improve interoperability between chains.  Preconfs aim to improve latency experienced by users.  Preconfirmations can exist without shared sequencing (e.g. on Arbitrum today!) and shared sequencing can exist without preconfs (e.g. based sequencing with no preconfs).
