I think Saka starts next game, but is replaced by Palmer at 70 minutes. If penalties become a factor you want both on the pitch. But unlikely Southgate will play large parts with both of them on.

And given the choice, you'd choose Palmer over Saka for penalties.

I think given the campaign Palmer had with Chelsea this past season, making a case to play on more than 20 minutes isnt too far out. Whole England side stinks though
