In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

In London, Black Cabs (not Ubers) negotiated this with TfL at least 20yrs ago. They claim it is because they are "public" transport unlike private hire minicabs. Green groups and others have tried to overturn this for >15yrs, esp as bus lanes are also used by cyclists, and cabs make it dangerous.
