Is the initial amount (the 20%) that is paid to the DAO meant to cover taxes?

I like this mechanism and think it offers both a better experience for the bidder and the DAO. My 1 caveat is that it isn't as "simple" as the current mechanism, and simplicity is quite important for new bidders.
