Farcaster, similar to Ethereum, doesn't have formal onchain governance. It's more about getting to rough consensus and working code and then people running the network upgrading.

re upgrading:

while it’s true that the final say goes to node operators, a conflict between core devs and node operators is extremely undesirable

if a network forks on something minor, the forked sides compete instead of cooperate and both net lose on the situation
