devil's advocate: actually what you wrote could be enough. there's crime (thc is not without side effects), but no punishment (seemingly). with alcohol it's straightforward — you drink, you feel like crap.

i'm not sure i follow. thc *has* side effects, but person doesn't feel physically bad (ab)using it (especially short term).

caffeine is actually pretty good long term. don't know much about nicotine though.

but then there's also no side effects with things like caffiene or nicotine besides it being fairly addictive
