This is the rarely-expressed exact opposite of DST abolition: literally do micro-DST every single day to keep local time adjusted to sunrise (though I would just do sunrise = 0:00). I actually... kinda respect it? Some precedent in ancient chinese timekeeping:

If we’re gonna talk calendars, I’ve always been a fan of the idea for 13 months, each with 28 days, and one day ‘out of time’, then every 4 years two days ‘out of time’. That way in year X the 1st of the month will always be a Wednesday. I also like the idea of new years being an ‘outside of time’
