This. Third party MPC & key management solutions are custodial. Most of the PWA based dapps are custodial. We’ll see the results when government realizes.

Richard is conflating two separate domains of security with info from a third, Legal (8). Cryptography (2) which deals with custody and Physical Security (9) which deals with who can access the hardware. Preventing access doesn't mean you have custody, signing a txn with the private key means you have custody.
