Although I agree that creating urgency is what would give a little boost for action, in my experience, creating a culture which makes a sustainable workflow is what we should aim for.

Definitely making commitments to external milestones can auto-enable urgency. This is easier once you're actually making commitments to prospects and customers. But urgency comes not from the deadline but the upside and downside of not meeting it. Make sure the outcomes are known too.
