I disagree with the premise of neutrality that anyone can use/own

Governance should be earned, not bought IMO

While anyone should be able to use your protocol, contributions to gov should have some guard rails up to dissuade misaligned people

Yeah, agree. It seems @polynya values neutrality. In reality, neutrality really fits into a broader pillar of ownership, which should be part of the trilemma in my opinion.
