Does Circle provide any transparency around the USDC blacklist? The blacklister: https://etherscan.io/address/0x5dB0115f3B72d19cEa34dD697cf412Ff86dc7E1b Latest block from 5 days ago is this pretty random-looking account. I found their policy doc (which says, roughly "we'll block you if you hack us or if the United States tells us to") but no transparency or reasons given for individual blocks.
