Agreed. Love this idea. Requiring welcome notes conveys the message that the FC ecosystem is worth that level of effort (it IS!) 

Then when the invitees join, they get a personalized welcome, and other casters can get to know the invitees through the eyes of someone who already knows and appreciates them.
