Why are regulators technophobic? My read as an outsider is they are simultaneously too lazy to do proper regulation (or unwilling to allocate resources there) while trying to increase the ambit of their rule making As such it’s not tech per se just change which is accelerated by tech exposing this

Some are technophobes, some aren’t. Some have other agendas that have nothing to do with the technology itself. For those who merely lack an understanding of technology, there is an opportunity for us to educate them about the technology and its benefits. Change the narrative and you can change minds.

Regulators are afraid of technology they don't understand, so they prefer to slow down its development with regulations, which is odd, since technology start-ups bring in a lot of money for the state's economy. Unfortunately, few jurisdictions actively cooperate with practitioners. Another theme is that the regulatory process will always be slower than the development of technology, so the law will always be behind :/
