This speech came after the release of a report from the U.S. Senate Intelligence Committee. The report revealed that at least 119 prisoners had been subjected to harsh interrogations. Brennan stated that the purpose of the program was to maintain security but acknowledged that some of these methods were "repulsive" and exceeded acceptable limits. The report described methods such as waterboarding, sleep deprivation, and placing prisoners in painful positions.
