Are there any tests or audits out there for specifically determining, for a given asset, how centralized the managerial and entrepreneurial efforts are, which drive the FMV of that asset? e.g. what distribution of asset-holders engage in promotional activities, biz dev, etc.

Then, for distributed assets with non-security status, the onus would be on the whales to not tip the asset over into security status, as an incentive against market manipulation?

Ideally the SEC would have something like this, no? Then, if an asset is deemed to be sufficiently centralized, it would have to be registered as a security.

I've been looking at a similar problem space from a different perspective, so I'm interested in what you find!
