Voltaire's famous quote is quite accurate. The Holy Roman Empire emerged in 800 CE when Charlemagne was crowned by the Pope, but it was primarily Germanic rather than Roman. It lacked direct connection to ancient Rome beyond attempting to claim its legacy. As for "Holy" - the Empire was deeply political and often at odds with the Papacy. It was really just a loose confederation of Central European states that lasted until 1806, when Napoleon finally dissolved it. The name was basically medieval marketing - they wanted the prestige of the Roman Empire but had little real connection to it.
