WC should've built an API endpoint for any client to consume so that clients could choose to use that list or to start over.

the problem is that this increases the data stored on hubs, which makes the protocol more expensive to run and use.

Better to just allow metadata on following so that clients can filter imo. Enshrining the social graph in the protocol ensures that the social graph is portable.

They will in the future, the current graph is just the first one, I imagine there will be many graphs under the same network and identity layer in the future
