Power badge algo needs some work - I would say urgently, considering third parties are building on it

There's an especially troubling instance of "stated vs revealed" here:

- the userbase blocks/reports or simply ignores complainers
- the team takes *specific, targeted action* to remove power badge from complainer
- userbase "reveals" they are happy with power badge via 99% WC usage, building on power badge
