i'm pretty sure thats default nouns behavior (required votes is a percentage of supply) and @billzh already has a proposal to reduce that so anyone can propose

I don't disagree on most of this but the proposal threshold is based on % of tokens which is why there was no vote to change it. and the solution is literally in your screenshot (prop #29) 😅

the proposal threshold was set to 50 bps when the DAO started, so when we have >200 tokens, 2 tokens are required to submit a prop.

but rest assured, chaos will come back after #29 passes
