You also can't own sovereign land, you'll always be paying taxes to somebody for owning it.

Plenty of land not being utilized that should be for sale, just a matter of price, and degrees of sovereignty should also be negotiable, plus “building on the oceans” is really hard but not impossible ie cruise ships as an imperfect but illustrative mvp
