tl;dr - Arbitrum Longer answer - define "fast" 😉 For current throughput, Base has the most volume per interval - but, block time is 2s Arbitrum block time is actually about the same as Solana (~250-300ms); so blocks land faster, although there's not much happening onchain Sonic and Sei block time is ~0.5s https://research.arbitrum.io/t/the-power-of-faster-blocks/9609
