Already responded to someone else with this but: Complete fluff policy – just a way to rile up MAGA and get them excited that money and jobs might grow in the economy. In reality, 5m is peanuts for any foreigner/foreign business big enough to make the jump to the US. Moot policy, just one that he can credit claim on over the next four years
