Slept on issue in governance: Unpaid delegates are happy to give their opinion on discussions that arise, but not incentivized to think 0 to 1 about new policies. For this, you need paid delegates.

I think the first step is protocols to pay for them, and then when you have consolidation of voters and sort of a professionalisation of delegates then you can imagine big outside players paying delegates for influence in a protocol's governance that is then shared with delegators.
