Ethereum is mostly powered by GitHub-based development. What's our backup if someone pulls the trigger? All the issues, discussions, wikis, build pipelines, not yet released security patches, permission management etc. will be lost. What's the crisis handbook for Ethereum itself?

Is there no process to keep Github orgs/repos in sync with a decentralized solution like radicle? Like a server that gets hooked on all Github events and simply propagates to radicle? For now, one way sync process to ensure everything is at least backed up somewhere else

That server can also be taken down and syncing issues and eg PR discussions are not that trivial iiuc. There are many quick fix solutions, but we need a resilient long-term solution.
