Context: I often see people use these ideas interchangeably, but they are distinct. China or Dubai has technocapitalism without Western Civilization. More arguably, Medieval Europe had Western Civilization without technocapitalism.

Technocapitalism stems from Western civilization but isn't the same thing. Western civilization encompasses a wide range of cultural and historical aspects, while technocapitalism focuses specifically on the fusion of technology and capitalism.

My version of techno capitalism embraces democracy or at least some form of republicanism as a technology to battle oppression / tyranny

I disagree; neither China nor Dubai are techno-capitalist. Dubai does not produce tech, though it may have capital and aims to produce tech in the future; for now, it’s irrelevant. China might produce tech, but it’s not capitalist, as large owners of capital are disappearing and can’t freely invest.
