Is truffle/ganache the go to for local development and testing?

not anymore. they are good tools but foundry or hardhat are the go to.
big foundry maxi myself but would suggest you to explore both. the biggest difference is, hardhat would need to write tests, scripts in js while foundry allows you to do everything in solidity itself
ganache might be good for starting out though

Ganache seems to hang/have issues pretty regularly requiring restarts
