In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not).

What's the policy justification for this?

I’ve always seen this done and naively assumed it was universal.

Taxis provide an important service (including to people with limited mobility), so having them not being stuck in traffic all day seems sensible, given that they are unlikely to contest bus lanes themselves
