3yo does not seem to be anywhere close to understanding that if she spends time on some things that there will be less time for other things.

I know I know a lot of adults struggle with this ha ha but seriously: any tips? Or experience with when this comes online?

3yo is too early for proper time management. they still don't have cognition of time passing.  I started with hourglasses at 4/5 years to make them realise that they have to complete a task within a certain timeframe. we have hourglasses with different sand colours ranging from 1, 5, 10, 15, 30 min.

Agreed! introduce concepts verbally (before they are ready), while enforcing boundaries so that they already have a solid foundation of habits
