I've seen a lot of takes about poetry being bad or good

For me, it's always been one's expression, in whatever form tbh.

Rhyming or not, short or long, meaningful to everyone or not. Every person is different and maybe a paragraph is poetry to some and for others nothing is poetry at all. 

What do you think?

To elaborate on my previous reply: I believe there is no universal definition of what poetry should be. There are many, which we could view as manifestos. If someone says a poem is bad, they actually say it's bad when measured by the norms of that manifesto. That's okay, but does not mean the poem is universally bad.
